申請書一般包括四個部分的內(nèi)容：

申請甲級測繪資質(zhì)需要哪些條件

測繪資質(zhì)辦理相對于其他的資質(zhì)辦理要容易一些，當然想要辦理測繪資質(zhì)，對該資質(zhì)的整體脈絡需要有一個大致的了解。本次就分享辦理的相關信息，希望對大家有所幫助。

一、基本條件

合法合規(guī)的公司主體，對于公司名稱原則上無特殊限制，對于公司類型是有限責任公司，股份公司，全民所有制，合伙企業(yè)等。對申報測繪資質(zhì)的公司主體的出資形式有明確界定，目前只能是內(nèi)資公司。

對于申報主體辦公場所面積的要求：甲級測繪資質(zhì)辦公場所不少于600平米，其中檔案室不少于50平米；乙級測繪資質(zhì)辦公場所不少于150平米，其中檔案室不少于20平米；丙級資質(zhì)不少于50平米，其中檔案室不少于10平米；丁級資質(zhì)不少于20平米。

要求檔案室必須具備三鐵一器及六防也就是防強光、防火、防潮、防有害氣體、防蟲、防盜，且檔案室中不能連接外網(wǎng)，對于存儲信息數(shù)據(jù)的電腦應該做物理隔離；另外就是要將測繪成果管理制度進行上墻且做好后期成果調(diào)閱登記處理。

對于技術人員的要求：注冊測繪師，高級工程師，中級工程師，初級工程師。以上人員的證件都需通過正規(guī)的評審部門頒發(fā)方可有效。

并且所有技術人員需需要滿足：畢業(yè)證可以網(wǎng)查且學歷真實有效；初級職稱需大專畢業(yè)2或3年以上，本科畢業(yè)滿1年以上；中級職稱需滿足大專畢業(yè)7年以上，本科畢業(yè)滿5年以上；高級職稱需滿足大專畢業(yè)滿15年以上，本科畢業(yè)滿10年以上。

二、辦理流程到底

流程大概是：單位申請-市經(jīng)辦人初審-市級局長轉(zhuǎn)報-經(jīng)辦人待受理-經(jīng)辦人受理-省經(jīng)辦人審查-省級處長審核-省經(jīng)辦人發(fā)證。

值得注意的是每個省份的資質(zhì)審核周期不盡相同，整體來說一般是3個月左右能夠下證。

甲級資質(zhì)需要經(jīng)過三個不同級別的自然資源部門進行審批，最終要到自然資源部；

乙級資質(zhì)一般是由市自然資源局和省自然資源廳來審批；

丙丁級資質(zhì)一般是直接由市自然資源局審核，然后轉(zhuǎn)報至省自然資源廳進行簽批發(fā)證即可。

關于測繪資質(zhì)

如果只自己用，不對地圖進行修改和制作，是不要測繪資質(zhì)的。

如果是做導航電子地圖或者互聯(lián)網(wǎng)地圖，那一定要測繪資質(zhì)的，導航電子地圖制作要具有與完成道路數(shù)據(jù)采集和數(shù)據(jù)信息加工處理能力相匹配的人員和設備等等，申請導航電子地圖制作資質(zhì)的企業(yè)注冊資金不低于6000萬元。人員也要100人左右，至于測繪資質(zhì)跟一般測測繪資質(zhì)不一樣的?；ヂ?lián)網(wǎng)地圖制作的測繪資質(zhì)要乙級以上，人員大概20人，具體見《測繪資質(zhì)管理規(guī)定》和《測繪資質(zhì)分級標準》

如果買的是國家基礎測繪資料，一定要有出處的，地圖在中國管得很嚴的，特別是地圖涉及到國家安全等等，你說是自己測的，也需要有有關部門驗收，質(zhì)量檢查，成果管理等一系列的東西，不能瞎蹦出來這么些地圖數(shù)據(jù)，更何況國家基礎地圖你也做不出來的，也不會讓你做。具體見《中華人民共和國測繪法》 、《國家基礎地理信息數(shù)據(jù)使用許可管理規(guī)定》和《基礎測繪成果提供使用管理暫行辦法》等一系列政策法規(guī)。

你最好去國家測繪局網(wǎng)站上咨詢一下，民間人士一下子講不明白，也不一定準確。
